Program

General Principles

August 27, 1991 shall enter in history as the day a new state, Republic of Moldova, emerged on the map. Back then began the transition from the system based on the monopoly of a single ideology and planned economy to an open democratic society and market economy.

The Republic of Moldova chose to edify a democratic state based on rule of law and socially oriented market economy. Democratic governing bodies were established, the Constitution of the country was adopted a legal framework was adopted for the normal functioning of an independent state and market economy. Republic of Moldova has joined various political, economic, legal and cultural international organizations.

However those changes didn't lead to an increased welfare of the people, economic growth nor to an increased social security of the people. The first years of independence were characterized by continuous decrease in production, increasing poverty of the population, decline of birthrate and increase of death rate, increased crime in the society, etc. All of these are due to a series of objective and subjective factors:

  • Liberalization of prices, sudden raise of inflation, as a result population lost its savings, fact which mostly affected the elderly;
  • Privatization of enterprises was carried out without restructuring social sphere;
  • Declaration on adopting market reforms wasn't followed by concrete actions to enforce them. So far, the great majority of the population has no land in property, nor property bonds;
  • Small and medium business does not enjoy a real support;
  • National cultural revival movement was not supported by a great part of the population;
  • As a result Dniester Conflict arose and the country was divided territorily and economically.

Acknowledging the real causes of the crisis Republic of Moldova is undergoing DPPM set its goals: consolidation of the Republic of Moldova as an independent, sovereign, integral and democratic state; edification of a civil society based on the principles of social solidarity and justice, where private property will be protected and equal chances will be provided to all the citizens.

Consolidating the statehood of the Republic of Moldova

DPPM will contribute to the strengthening of the Republic of Moldova statehood, consolidation of the society around the idea of independence and sovereignty. DPPM supports the constitutional principle on neutrality of Moldova and openness in relations with neighborhood countries.

Republic of Moldova should become a truly democratic, united and decentralized state, a state of welfare, a modern state, which would meet the international standards on democracy, human rights observance (including those of ethnic minorities), separation of powers, and transparency. A state able to ensure an adequate strategic orientation of the foreign policy, international relations which would respond to the modern requirements and to the interests of the great majority of population, and able to insure better standards of living for the population, political stability, etc.

The State should ensure everyone's equality in law, by adopting the most remarkable achievements of the civilization in law enforcement, including by developing the jury institution.

To achieve those goals DPPM undertakes to:

  • Reinforce control over the entire territory of the country;
  • Settle Transdnistrian conflict in a peaceful way;
  • Rebuild state and local administration;
  • Establish an independent and efficient legal system;
  • Enforce the principles of responsibility, civic solidarity, and constitutional patriotism;
  • Fight corruption and crime including organized crime;
  • Establish a modern local public administration system, enforce the principles of constitutional stability and separation of powers.

Economic development

DPPM opts for establishing a favorable environment for free enterprise, rapid and coherent promotion of economic reforms and transition to a market economy.

As citizen's constitutional rights may be fully guaranteed provided that there is a stable growing economy based on the free market principles, DPPM intends to:

  • Adjust financial and credit policy to economic interests;
  • Encourage banking investments in production;
  • Establish a legal framework for the development of financial and industrial groups and holdings with the support of banking capital;
  • Consolidate the position of domestic producers, relate national currency to inflation, as well as to the currency of the countries which are close commercial partners of the Republic;
  • Restructure budgetary system so as to grant financial larger financial freedom and larger prerogatives to the administrative-territorial units of the Republic;
  • Provide a system of fiscal incentives to businesses, which invest their profit in the long-term production;
  • Determine priorities of the state industrial production;
  • Develop a state program on industry development;
  • Raise the role and responsibilities of the state representatives in joint stock companies where the state is a shareholder;
  • Complete legal authentication on the land property bonds;
  • Restructure colhoz, sovhoz, and similar joint stock companies in view of forming private enterprises in the villages;
  • Develop a legal framework regulating farmers' credit associations;
  • Develop an infrastructure for the land market;
  • Boost small and medium enterprises processing agricultural products;
  • Consider the support of small and medium business as a priority of the state economic policy. The Parliament shall adopt a special state program on supporting small and medium business;
  • Increase financial aid to small and medium business by providing credits, redistributing a portion of profit from privatization, foreign credits and technical aid offered by donor countries;
  • Establish an innovatory infrastructure for the small and medium business.

Social policy

DPPM opts for:

  • Increasing the number of outreach state and private institutions, where the people fired as a result of enterprise restructuring may learn a new profession;
  • Revising the system of facilities and privileges, making them nominal, concrete and directed to people who really need them;
  • Adopting a state program on household construction for the poor;
  • Granting citizens the right to decide on their own when they would like to retire within the terms provided in the law;
  • Establishing a special Health Fund to compensate the expenses for medicine and medical assistance to the retired, disabled and chronically ill persons. The fund shall be formed out of the excises on tobacco products and alcohol, humanitarian aid and donations made by businesses and private citizens;
  • Providing by law the quota of free medical services to be provided to the population;
  • Transition to medical insurance.

Spiritual policies

  • Raising the prestige and role played by intelligentsia by consolidation the technical and material base of the education and science, by improving working conditions and compensation of science workers, artists, physicians and teachers;
  • Establishing within local government special aid funds for talented young people designated by the local authorities to studies;
  • Introducing the system of nominal scholarships for students representing the country in international scientific, cultural and sports competitions.

Foreign policy

The strategic priorities of the Republic of Moldova foreign policy are:

  • Promoting a balanced policy aimed at establishing mutually advantageous and fruitful relations, based on equal rights enjoyed with other countries and international organizations, including CIS, EU, Council of Europe, etc.
  • Preserving constitutional principles of permanent neutrality of the country, and non-adhesion to military and political blocks and organizations;
  • Fostering Republic of Moldova adhesion to international organizations in view of achieving economic goals;
  • Bringing the country legislation in accordance with the ratified Conventions, Multilateral and Bilateral Agreements;
  • Establishing Free Economic Zones at the border of Romania and Ukraine;
  • Protecting Republic of Moldova citizens residing abroad;
  • Republic of Moldova gradual integration in the European structures.
