The Congress is the supreme governing body of the Social-Democratic Alliance. It is convened once in two years by the Republican Council. The Party leader or at least 1/3 of the Republican Council may convene the Extraordinary Congress. The Congress is deliberative provided at least half of the delegates attend. The Congress:

  1. Adopts and modifies the program, bylaws and other party documents;
  2. Establishes the party strategy and tactics, determines basic objectives of the party;
  3. Elects the party leader, Chairperson, Senior Deputy Chairperson, members of the Republican Council, Republican Revision Commission. The Party leader and Chairperson of the Republican Council may be elected only for two consecutive terms;
  4. Hears reports on the activity of the Republican Council and Revision Commission;
  5. Decides on party reorganization or liquidation;
  6. Examines other issues raised by the Republican Council;
  7. Decides on activities provided by the party program or bylaws.

The Republican Council is the party governing body in the time period between the Congresses. The Republican Council:

  1. Coordinates the enforcement of party strategy and tactics in line with the program, bylaws and Congress Resolutions;
  2. Designates candidates to the office of the President of the Republic of Moldova;
  3. Decides on the ongoing tasks, oversees the activity of primary organizations;
  4. Convenes the Party Congress and decides on representation principle;
  5. In coordination with the party leader and Chairperson of the Republican Council elects the Deputy Chairperson, Executive Secretary and members of the Republican Council Presidium;
  6. Whenever necessary recruits new members of the Council or ousts the ones who fail to fulfil their responsibilities;
  7. Decides on the amount of membership fees;
  8. Hears the annual report on the party activity;
  9. Settles other problems related to the bylaws or program, which do not fall within the competence of the Congress.

Council sessions are convened by the Presidium as a rule once in three months. Council sessions are deliberative provided more than half of its members attend the session. Council decisions are adopted by the majority vote of the members present at the session.

The Presidium of the Republican Council is the party governing body in the time period between the Council sessions. The Chairperson of the Republican Council, Senior Deputy Chairperson, Deputy Chairpersons and Council Executive Secretary are all members of the Presidium. Presidium convenes whenever necessary, but at least once a month. Presidium session is deliberative provided more than half of its members are in attendance. Presidium decisions are adopted by the simple majority vote.

The Chairperson or upon his/her absence the Senior Deputy Chairperson may convene the Presidium session, as well as 1/3 of the Presidium members may do so. The Republican Council:

  1. Oversees ongoing party activities in line with the Congress and Council decisions, develops and approves the party political course;
  2. Coordinates the activity of the party primary organizations;
  3. Drafts the party budget, approves expenses estimate, administers the party patrimony;
  4. Approves Secretariat structure and regulation, hires and ousts its staff;
  5. At the recommendation of the party leader examines draft agreements and conventions on merger, forming blocs or alliances with other parties;
  6. Defines the party stance on issues pending immediate resolution, passes political decisions and settles organizational issues, other than those falling within the Republican Council competence;
  7. At the recommendation of party leader draws candidate lists in view of parliamentary and local elections by observing representation of party territorial organizations, professional, intellectual and moral qualities of the candidates and the way they are viewed in society;
  8. Designates candidates to key positions in local and central government;
  9. Convenes Council sessions, decides on agenda and venue;
  10. Together with the party leader coordinates the activity of the party media outlet, appoints and ousts the Editor-in-chief;
  11. Approves the party symbols;
  12. Annual reports to the Republican Council on its activity;
  13. Adopts regulations and other normative acts on the activity of party bodies and structures;
  14. Develops and submits for Republican Council approval draft documents and decisions;
  15. Oversees observance of bylaws provisions on electing delegates to the party Congress.

The Chairperson:

  1. Contributes to the consolidation of party role and position in the socio-political life; to the increase of party supporters, and to the consolidation of party authority;
  2. Citizens of the Republic of Moldova no younger than 35 years of age may be elected to the position of Party Chairperson;
  3. Is subordinated to the Party Council;
  4. Represents the party in relations with the Parliament, President's Office, Government, local government, public associations, political parties and socio-political movements from the country and abroad;
  5. Signs on behalf of the party political agreements and conventions, which are later approved by the Presidium or Republican Council;
  6. Together with the party governing bodies oversees the enforcement of the party strategy and tactics in line with the program, bylaws and decision of the Party Congress. It also coordinates the activity of party territorial organizations and party media outlet;
  7. Issues declarations on behalf of the party;
  8. Submits to Republican Council draft agreements on merger, adhesion or formation of blocs and alliances with other parties and socio-political organizations;
  9. Recommends to the Republican Council and Presidium candidates to the office in the Parliament of the Republic of Moldova;
  10. Is entitled to convene the Party Congress, Republican Council and Presidium;
  11. Is entitled to recommend governing bodies to examines issues related to party activity;
  12. Takes party in actions and manifestations organized by the party. Chairs Congress sessions;
  13. In case decisions taken by the Presidium or Republican Council run counter to the party program or bylaw, is entitled to suspend their enforcement until a decision is taken by the Republican Council;
  14. Settles other issues related to undergoing activities of the party in line with the Republic of Moldova laws and party bylaws;
  15. Reports to party governing bodies on the way he/she exercises the prerogatives.

Republican Revision Commission:

  1. Oversees economic and financial activity of the republican and territorial party governing bodies, patrimony administration, and budget enforcement;
  2. Elects the Chairperson and Deputy Chairperson, who serve on voluntary basis;
  3. Reports to the Congress, briefs the Republican Council and Presidium on any violations found.
