Program (adopted by the Founding Congress of October 6, 2001)

Socio-political organization "Independents' Alliance of the Republic of Moldova" represents the interests of all social and national strata.

Moldova needs more than ever a pragmatic, credible and efficient political alternative. An alternative formed by real patriots, men of action and not mere words, able to stop country degradation. That is why our political slogan is "The fate of the country and its people".

Socio-political organization "Independents' Alliance of the Republic of Moldova" knows what to do in order to succeed.

Our objectives are: democracy, consolidating Republic of Moldova statehood and independence, integration in the European structures, stability, foreseeable policy, legality, order, human rights observance, and efficient social policy.

Socio-political organization "Independents' Alliance of the Republic of Moldova" is a political force for all those who choose essential changes, who want Moldova to follow a European path.

Lack of strategic plan on European integration is Moldova's major drawback. So far none of the previous Governments had such a strategy, and that is exactly why the reform process failed.

This is the reason why our movement has a double mission. Firstly - promoting the reforms for the sake of people and not for the sake of poverty. Secondly - edifying a state and efficient governing.

We believe the Government should be strong and aim not at allocating resources and controlling the territories, but rather at establishing a favorable environment enabling local public administration and citizens to develop a concrete social and economic policy for the region.

The incumbent governing will legitimate itself only if it meets the priorities of the country: development, decent living standards, reestablishing social and national solidarity.

Economic offer

Moldova entered a counter-development stage and unless the process is stopped it would affect the population, the independence and sovereignty of the country for a long time.

The current crisis is a result of a series of other crisis: crisis of the governing, crisis in the economy management; crisis of the domestic producers, privatization deadlock and post-privatization.

We believe Moldova needs a pragmatic, professional, credible, consequent and most important efficient policy.

Socio-political organization "Independents' Alliance of the Republic of Moldova" is politically and morally engaging to contribute to revival of the national economy by means of democratic reforms aimed at poverty eradication and observing citizens' constitutional right to a decent living.

Consequently we shall develop our own economic strategy establishing strategic objectives and action plan for developing the Republic of Moldova.

The ideology of our strategy is to adjust Moldovan peculiarities to the European Union standards. This means:

  • An efficient fiscal policy on industry, energy sector, transportation and small business development;
  • An open domestic market and free circulation of products, capital, human resources and services;
  • A pragmatic and protective state policy with regard to agricultural reform, which would turn Moldova into a country of environmentally clean products;
  • Economic policy aimed to improve quality of life and environment;
  • An efficient system of professional education and promoting young specialists, especially IT field.

Moldovan market won't be an annex of the European Union, but rather a segment of the market gradually integrated.

Transition period shouldn't last forever and should be completed by 2010. During this time period the state will act as an arbitrator, guaranteeing economic freedom and equal conditions for all entrepreneurs.

Fiscal reform will be in line with the principles applied in the European Union.

This would mean focussing on the finance role in stimulating the economic growth, orienting banking system towards domestic producer.

Socio-political organization "Independents' Alliance of the Republic of Moldova" will develop the Law on food security, ensuring sustainability of the producers and agriculture.

Such a model of development, based on competitive open market, could be enforced only upon a political consensus reached over strategies on the economy development in line with the European Union requirements. The socio-political organization "Independents' Alliance of the Republic of Moldova" is ready to cooperate with all the political parties in drafting a conciliation pact in the field. We should give up the practice of partisanship in the key positions. Political algorithms have nothing to do in the economic management.

Social offer

Democracy and poverty are incompatible both according to European Union requirements as well as to civilization's principles and morality.

That is why it is extremely important to adopt a poverty eradication strategy. The socio-political organization "Independents' Alliance of the Republic of Moldova" is engaging morally and politically to contribute towards the revival of the national economy and fight poverty by observing citizens' right to a decent living.

In fighting poverty the state should:

  • Guarantee equal chances to citizens in business and other activities;
  • Fight unemployment through a protectionist policy targeted toward domestic producers;
  • Ensure new workplaces by developing domestic tourism and integrating it into the European and world tourism network;
  • Ensure social security for the vulnerable strata of the population;
  • Develop a food security strategy.

In this respect we recommend:

  • Concrete programs targeted towards: social aid and social security;
  • Reviving social security system by improving the legal framework;
  • Developing social programs allocating funds not for meager indemnities but rather for creating new workplaces;
  • Social program "Public health security" aimed at: guaranteeing access to minimum free medical services; modernizing emergency and medical services; developing programs for treating tuberculosis, cancer, mental disorders, AIDS, etc;
  • Increasing allocations for education, centralized funding;
  • Supporting research and development centers, regardless of the form of property.

Offer in fighting corruption and organized crime

The socio-political organization "Independents' Alliance of the Republic of Moldova" will take all the efforts for corruption, organized crime, and murder to be punished accordingly and for the adoption of a national plan on fighting corruption, providing:

  • Rigorous control over the public funds spending;
  • Delegating social services to civil society institutions;
  • Fostering non-governmental organizations active in fighting corruption.

Offer in foreign policy

We would be guided by the following priorities in our foreign policy:

  • Republic of Moldova gradual integration in the European Union by observing the Agreement on Partnership and Cooperation, active participation in the World Trade Organization, Stability Pact for South-Eastern Europe, negotiations on receiving the status of associated member to EU, participation in the UN structures;
  • Consolidation of partnership relations with Romania, Russia, USA, and Ukraine;
  • Cooperation with international organizations in settling Transdnistrian conflict;
  • Defending Republic of Moldova economic interests world wide, including by promoting "economy diplomacy", attracting foreign investments, boosting exports, developing cooperation with the International Monetary Fund and World Bank.
