Independents' Alliance of the Republic of Moldova


Governing bodies

"Independents' Alliance of the Republic of Moldova" governing bodies at the national level are: Alliance's Congress, Chair, Council and Executive Bureau.

The Congress

is the supreme governing body of the Alliance. It is convened at least once per year at the decision of the Alliance's Council.

The Congress is entitled to solve any problem related to the Alliance activity, in line with its bylaws.

The Congress:

  • Determines Alliance's priorities;
  • Adopts Alliances' bylaws and amendments;
  • Elects the Chair of the Alliance;
  • Elects the Deputy Chair of the Alliance;
  • Elects Alliance's Council;
  • Elects Alliance's Executive Bureau;
  • Decides on the structure and elects the Revision Commission;
  • Hears and approves the reports submitted by the Alliance's Council, Chair, Executive Bureau and Revision Commission;
  • Decides on Alliance's reorganization or merger.

The Congress sessions are deliberative provided more than half of the delegates elected by the regional organizations are present. Congress resolutions shall be adopted by the vote of 2/3 of Congress delegates. The Congress decides on voting procedure.

In the time period within the Congress sessions, the Council headed by the Alliance Chair is the Supreme Governing body of the Alliance.

Alliances' Council and Executive Bureau are elected for a 4-year term and include Alliances' Chair, his/her deputies, secretary and simple members (their number is established by the Congress).

The Chair of the Alliance convenes the Council whenever he/she deems necessary, but no latter than once in four moths.

Council sessions are deliberative provided more than half of its members attend the session. The Council:

  • Enforces the Congress resolutions;
  • Develops programs and recommendations on Alliance's activity;
  • Designates candidates to the national and local state bodies;
  • Adopts Alliance's work plan;
  • Decides on new members and exclusion of incumbent members;
  • Elects Alliance's secretary;
  • Decides on allocation of Alliance's goods;
  • Establishes working groups and hears their reports;
  • Decides on joining electoral blocs sharing similar ideas and goals;
  • Resolves other problems, which are not in Congresses' exclusive competence.

Chair and Deputy Chair of the Alliance are elected for a 4-year term and are subordinated to the Alliance's Congress.

The Chair:

  • Coordinates Alliance's activity;
  • Coordinates the enforcement of Congress resolutions;
  • Represents the Alliance in relations with state bodies and organizations;
  • Represents Alliance in relations with international organizations;
  • On behalf of the Alliance signs power of attorney, contracts, financial documents, press releases, appeals as well as other documents in line with the bylaws;
  • Opens bank accounts;
  • Allocates financial resources in compliance with the approved budget;
  • Convenes Alliance's Council and chairs its sessions;
  • Approves organizational chart;
  • Appoints and ousts Alliance's staff;
  • Conducts other activities, which do not fall within the competence of the Alliance Council.

The Chair shall also establish the responsibilities of his/her deputy and Alliance secretary. Upon Chair absence, he/she will be substituted by one of the Alliance's deputies.

Executive Bureau of the Alliance:

  • Exercises executive functions of the Alliance;
  • Approves Alliance's annual budget;
  • Coordinates the activity of local and county organizations;
  • Organizes editorial activity and PR campaigns;
  • Approves the organizational chart of the Alliance, staff number and remuneration.
