Biography

Mihai Severovan was born on 25 November 1947, in Gura-Camencii village, Soroca, in a family of peasants. After he graduated from the general school, he studied at the Secondary School for Constructions. He continued his education at the Faculty for Constructions of the Technical University of Chisinau, and then the School of High Political Studies in Moscow. Mihai Severovan started his professional activity as a worker, then he worked as engineer and senior engineer. In 1979 he was elected deputy chairperson, and in 1982 chairperson of the Chisinau City Executive Committee. From 1992 he was Minister of Communal Services and Housing, and from 1997 Minister of territorial Development, Constructions and Communal Services. At present he is Chairperson of the Associations of Public Services Employers of the Republic of Moldova. He is married and has one son.

Electoral programme

Immediate measures

During the first 100 days of my office of General Mayor of Chisinau I will deal urgently with the following issues:

  • Launching the repair and recovery of engineer networks, roofs, lifts, stairs, and sports fields. Ensuring the daily waste dumping. Continuous supplies of inhabitants with cold and hot water and heat during wintertime. Implementing a differentiated system of payments for communal services. Developing a legislative initiative on "forgiving" the debts for communal services accumulated by vulnerable families over years.
  • Illumination of the town during night-time. Cleaning the town daily. Repair and renovation of streets and sidewalks. Starting the construction of public baths in Chisinau and in the suburbs. Recovery and decoration of parks and holiday areas in all districts of the capital and in particular the Ghidighici holiday resort. Stopping the construction works that have been started in disregard of urban planning.
  • Identifying the funding sources for a project on raising the payments to teachers, doctors, cultural works and pensioners. Developing efficient measures to fight youth delinquency and begging in streets. Organising social assistance at home for invalids and the elderly, providing them with medicines at affordable prices. Identifying funds for subsidised feeding of school children. Maintaining the reductions on public transportation for pensioners and invalids, recovering the facilities for school children and students.
  • Achieving civic and inter-ethnic consensus in the society. Resuming the efficient co-operation with the bodies of central power. Bringing the municipal administration close to the daily needs of the people. Fighting bureaucracy and the formal attitude towards citizens' problems.
  • Drafting and applying extra-ordinary measures of ensuring the security of citizens and their assets.

Prospective measures

  • Developing the general plan of development of the Chisinau Municipality, for 2003-2023.
  • Creating in Chisinau a favourable investment climate for the economic rebirth of the municipality. Developing the production and commercial potential of services and tourism. Creating a system of fiscal facilities and crediting, under the guarantee of the Mayoralty, for the small and medium-sized businesses. Creating at least 15,000 new jobs yearly.
  • Building social flats for the elderly, invalids, families with many children, the youth. Granting preferential credits for building houses for a 25-year term. Capital repair of the old housing sector.
  • Unfolding reconstruction and re-planning works of highways. In order to reduce urban traffic and pollution in town, building a highway around Chisinau. Full gas provision to the town and the suburbs. Building sewers for all districts. Building water supply pipes in rural localities.
  • Building new tramlines: Petricani, Durlesti (from ASCHIM Factory - str. Ialoveni - Southern Station), str. Gradina Botanica (from av. Dacia to str. Grenoble), Airport, Stauceni, Cricova, Vatra, holiday resort "Ghidighici", Truseni, Singera, Gratiesti, Bacioi. Completing the tram and bus parks with new cars.
  • Supplying the capital with quality and affordable foodstuffs. Setting up around Chisinau an agricultural area, processing factories and agricultural en gros markets, rebuilding the central market place.
  • Developing and implementing the municipal projects: "Youth", "Professor", "Doctor", "Ensured elderliness", "Mothers with many children", "Invalids", "Spiritual development", "Ethnic minorities".
