Biography

Vlad Cubreacov was born on 24 September 1965 in commune Crihana Veche, district Cahul. In 1989 he graduated from the Faculty of Journalism of the State University of Moldova. He worked as Research Assistant at the Republican Museum of Literature "Dimitrie Cantemir" (1989-1991); he was Head of the Department for Cults at the Ministry of Culture and Cults (1991-1994). Since 1994 he has been Member of Parliament of the Republic of Moldova. Since 1992 he has been Councillor with Special Missions with the Bessarabian Metropolitan Church; as of 1995 - Director if the Orthodox Press Group "Alfa and Omega"; since 1996 - Member of the Parliamentary Assembly of the Council of Europe (Committee for Culture); since 1997 - member of the Journalists Union of Moldova; since 1997 - representative of the Bessarabian Metropolitan Church at the European Court for Human Rights; since 1998 - member of the National Church Assembly of the Romanian Patriarchy; since 1998 - Chairman of the Association "Romanian Sunrise" in support of diaspora; since 1999 - Deputy Chairman of the PCDP; since 2000 - Chairman of the Foundation for Christian Democracy; since 2002 - Chairman of the Chisinau Municipal branch of PCDP. He is married and has two children.

Why I run for the position of General Mayor of Chisinau Municipality

My decision is motivated in the first place by my love for the residents of Chisinau who I like and embrace.

I have seen many European capitals. I have made a lot of friends there who are members of various European institutions, ministers, mayors and deputy mayors. They have helped me understand that the European status of a state is not determined by geography or climate, but by the degree to which one's mind and heart are open to one's fellows and their needs.

I have understood that the western wealth and comfort flow directly from the competence and morality of the ones elected to run public affairs. Therefore, all our activity at the Mayoralty of Chisinau will be founded on principles of transparency and morality. We will hire honest and incorruptible people, professionals who are open to modernity and dynamic and competitive managers.

The residents of Chisinau will be provided free access to up-to-date information on how the quarterly budget is being executed. We will see to a full transparency of the budget and detailed, competent and adequate accounts of budget incomes and spending. The Mayoralty's Information Centre and Internet site will offer complete data about our activity to all those interested.

We will open the Capital for the future together with you. The bank of ideas of the Mayoralty will be open to all those who may and want to invest in the development of the city. This intellectual capital, materialised in the form of projects, suggestions and ideas, will be administered and capitalised with utmost care, to the benefit of the people and to the end of turning Chisinau into a modern city with an European living standard.

We know the feeling of shame that we have whenever we receive guests from abroad, who we can offer but the "pleasure" of walking in streets full of "holes", in the dark and in conditions of complete personal insecurity. We want and we are determined to fight this feeling in our and our fellows' souls. We have all the necessary assets to do this: youth, firmness, competence and a team of well-trained professionals.

What we inherit from the previous administration of Chisinau

  • Administrative inefficiency, bureaucracy and corruption
  • Poverty and unemployment
  • Personal insecurity
  • A staled educational system
  • A ruined health assistance system
  • Expensive and poor quality communal services
  • A ruined road network and an overcrowded transports system
  • An overwhelmingly shadow and wasteful economy
  • An irrationally used territory and a denatured architectural image
  • A degraded environment
  • Underdeveloped suburbs

What we propose

We propose and assume to carry out the following complex of priority projects for the "Change of Face of the Capital":

Project "Openness and transparency"

    Objectives:

    • To ensure transparency, reduce bureaucracy, fight corruption
    • To modernise the administrative management, increase operativity and efficiency
    • To establish a lasting partnership with the civil society

Project "Bridge between East and West"

    Objectives:

    • To turn Chisinau into a regional centre of influence
    • To integrate into the East-West communication flows

Project "A moral and attractive business environment"

    Objectives:

    • To lift barriers to business activity
    • To develop the business infrastructure
    • To support the private initiative

Project "Houses for everyone"

    Objectives:

    • To satisfy the right to housing
    • To help young families
    • To enhance the quality of the housing fund

Project "Heat in all houses"

    Objectives:

    • To supply heat at affordable prices
    • To reduce the losses and the unproductive costs
    • To conserve energy and use alternative power sources

Project "Modern urban transportation and roads with ho holes"

    Objectives:

    • To renovate and develop the infrastructure of roads and streets
    • To improve the conditions of urban and suburban traffic

Project "Urban planning: tradition and modernity"

    Objectives:

    • To eliminate discrepancies between architecture and landscape
    • To rehabilitate the architectural and landscape aspect of the centre of the capital
    • To use the territory efficiently

Project "Blue Heart"

    Objectives:

    • To grant motivated social assistance to vulnerable people
    • To involve the third and private sectors in social assistance

Project "Juventus"

    Objectives:

    • To develop the educational system according to the European standards
    • To involve the youth in socio-economic development projects

Project "Green belt"

    Objectives:

    • To bridge the gap between living conditions in the town and its suburbs
    • To integrate the suburbs in the economy of the municipality
    • To enhance the state of the environment and preserve biodiversity

Project "Culture and spirituality"

    Objectives:

    • To guarantee a stable socio-cultural climate
    • To enhance the moral and social cohesion of the multiethnic community by upgrading the level of cultural education of citizens
    • To diversify the cultural services provided to the population
