Address of the General Mayor of Chisinau Municipality Serafim Urecheanu to the President of the Republic of Moldova Vladimir Voronin

Dear Mister President!

As the General Mayor of the capital, I have always respected and co-operated for the benefit of the people with all presidents of our state. Unfortunately, the latest developments have often degenerated into unfounded public charges against me, including through your own direct involvement in the electoral campaign. I would like to use this form of public address to appeal to your status of President of all citizens and guarantor of the Constitution of Moldova.

I would like to draw your attention to the fact that in all fields that you have recently mentioned - construction of houses, tariffs, communal services, the protection of socially vulnerable etc., Chisinau is the only place in Moldova that has achieved real progress. In any other locality in the country things are much worse and to blame for this is as much the current President, Parliament and Government as are all the representatives of the ruling party. I am certain that you are of the same opinion. Therefore, I explain to myself your impulsive moves as a new provocation from the presidential entourage which is dizzy with the electoral fever and plotting all sort of schemes to promote their own interests. Even you have fired for these same reasons a number of people from the top structures of power.

However, the point of my message is not this. You know that the data, including the sociological ones, show that we will have to keep working together for at least another two years, and maybe even four. This requires us to be constructive and work together. I propose to you to put the interests of the country and of the citizens of the capital above all and to maintain stability in the society in the name of the future of Moldova. Only in this way we will demonstrate practically and efficiently our concern for the life, troubles and problems of ordinary people. This is vital for the capital, and it is on the economic and social stability and the civic peace in Chisinau that the lives of people of other localities and regions depend.

My request to you is not to interpret this address as a reply in the electoral context. Electoral conflicts have a specific of their own, especially here. Let us not forget that the current campaign takes place while Moldova is holding the Chairmanship of the Committee of Ministers of the Council of Europe. We all know that the European civilisation is based on openness, tolerance and democratic values. I will stick to my constructive position, which is also a principled one, whenever I have to defend the interests of Chisinau and its residents or to meet the trust of the people who have given their votes for me.
